Student Workload & Reading Standards Policy

Carnegie Unit Framework | MSCHE Accreditation Standards Compliance
Effective Date: Academic Year 2026–2027 | Policy Owner: Office of Academic Affairs

1. Purpose & Scope

This policy establishes institutional standards for student workload assignment and reading expectations at the university level. It ensures compliance with the Middle States Commission on Higher Education (MSCHE) accreditation requirements and is grounded in the Carnegie Unit credit hour framework as codified in federal regulation.

This policy applies to all degree-granting programs, including on-campus, online, hybrid, and blended delivery formats. Faculty, instructional designers, department chairs, and curriculum committees are responsible for applying these standards when designing courses and assigning readings.

2. Regulatory & Accreditation Basis

The following federal and accreditation standards form the foundation of this policy:

3. Credit Hour Workload Standard

In accordance with 34 CFR 600.2, the institution defines one semester credit hour as follows:

Credit Hours

In-Class / Instructional Time / Week

Required Out-of-Class Work / Week

1 Credit Hour

1 hour (50 minutes)

2 hours minimum

3 Credit Hours

3 hours (150 minutes)

6 hours minimum

Full-Time (15 credits)

15 hours

30 hours minimum

Note: For a standard 3-credit, 16-week course, a student should expect approximately 4.7 hours of out-of-class work per week (totaling ~4,500 minutes per semester).

4. College-Level Reading Rate Standards

Assigned reading quantities must be calibrated to realistic reading rates for college-level students. The following standards, derived from peer-reviewed research, shall guide syllabus construction:

Tier

Material Type

Example Content

Est. WPM

Pages / Hour

Light

General / Narrative Text

Introductory chapters, case narratives, journalism

300–400 wpm

20–30 pgs/hr

Moderate

Textbook / Conceptual

Standard academic textbooks, theoretical readings

200–250 wpm

10–20 pgs/hr

Heavy

Technical / Memorization

Research papers, legal/medical texts, mathematics

138–200 wpm

6–10 pgs/hr

Baseline Planning Rule: Faculty shall plan reading assignments at approximately 2 minutes per page for standard academic materials. Additional time must be allocated for highly technical content, dense primary sources, or materials requiring annotation.

5. Time-on-Task Requirements for Online & Blended Courses

For all distance education courses — consistent with MSCHE accreditation standards — the institution requires documented equivalency to resident instruction. The following time-on-task benchmarks apply:

Faculty teaching online courses are required to use the institutional Workload Calculator Tool to verify compliance before course publication. Documentation of the calculation must be retained in the course file.

7. Policy Compliance & Review

Adherence to this policy is subject to annual review by the Office of Academic Affairs and the Curriculum Committee. Non-compliance identified during academic audits or MSCHE accreditation reviews will require prompt corrective action by the responsible department chair.

This policy shall be reviewed annually and updated as needed to reflect changes in federal regulation, MSCHE standards, or advances in reading research.
